MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2000644, “Power Monitor Installation Project” with DES Electric, LLC., at a cost not to exceed $1,623,606.00 for a duration of 589 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA recognizes the importance of its power usage to achieve its continued vision of reliable and quality water service to its member partners. To this end, a rigorous and detailed condition assessment of the existing instrumentation and control (I&C) and supervisory control and data acquisition (SCADA) assets was performed at each of the water treatment plants. These assessments identified several opportunities for improvement in the areas of automation and system monitoring at all five GLWA water treatment plants. In addition to identifying improvements at the water treatment plants, the condition assessment developed design governance documents to be used at all five water plants to ensure that uniform and consistent systems are being designed and constructed throughout the treatment plants.
Under Contract No. 1902931, a consultant was used to analyze several different options regarding the type of equipment that was needed to meet our goals. After careful consideration, the Schneider meters were chosen as the best option. In addition, the contractor provided a preliminary design and cost estimate for installation that would be used as a basis for structuring a Request for Proposal (RFP) for design/build work to be done to complete this project.
JUSTIFICATION
The assessment contract made several recommendations, and this contract is moving forward in regards to the power monitoring recommendations at the water treatment plants. The recommended options were analyzed to make sure the equipment chosen would be in alignment with the overall global strategy from GLWA in capturing power monitoring data. Northeast, Southwest, and Water Works Park water treatment plants were picked for inclusion in this project because there were no imminent CIPs identified at the plants to upgrade switchgear equipment.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT
This project is for the installation of power monitoring meters on electrical switchgear for critical pumping units at Water Works Park, Springwells and Northeast water treatment plants. Cost savings are undeterminable at time of this award.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on November 12, 2020. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
