MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-DB-093, “Design Build Roofing Repair and Replacement for the 1930’s Filter Building of the Springwells Water Treatment Plant” with Schreiber Corporation, at a cost not to exceed $3,900,000.00 for a duration of 285 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

Construction activity under Contract SP-563 “1958 Filters Replacement and Facilities Rehabilitation at Springwells Water Treatment Plant” in 2014-2015 revealed that water damage has been on-going and is causing clerestory window (upper window) and lintel (horizontal support across the top of a window opening) deterioration. A survey conducted for GLWA in May 2017 indicated 29 percent of the roofing material was characterized as “wet”. The moisture causes significant damage to the underlying structure which the project will address. The construction needs to protect new equipment installed under SP-563, and challenges include a seasonal construction work schedule.

JUSTIFICATION

The existing roofing system has reached its current design life, as evidenced by the existence of spongy and blistering areas throughout the building roof. The roofing system has begun leaking, compromising the operation of the filters below and the integrity of structural and architectural features of the building envelop. Additionally, with the installation of new heating, ventilating, and air-conditioning (HVAC) equipment on the roof of the 1930’s Filter Building under Contract SP-563, walkways on the roof are necessary to protect the roof from damage resulting from routine equipment maintenance activities. Roof replacement is necessary to preserve the integrity of the building.

BUDGET IMPACT

The proposed Springwells Water Treatment Plant 1930 Filter Building Roof Replacement is included in the Board approved FY 2018-2022 Capital Improvement Plan with a construction phase project total of $3,000,000.00. The proposed construction phase contract award of $3,900,000.00 creates a budgetary shortfall in the project of $900,000.00, which will be resolved by funding contributed from CIP 170100 Water Treatment / Pump Station Allowance. A budget amendment will be prepared to allocate funds as detailed below.

This matter was reviewed by the Operations and Resources Committee at its March 14, 2018 meeting.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
