MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2004666, “Conner Creek Dike Improvements” with M-K Construction Company, Inc., at a cost not to exceed $1,871,247.00 for a duration of 365 Calendar Days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Conner Creek CSO Facility was constructed in the early 2000s. Adjacent to the CSO Facility is the Connor’s Creek Canal which connects the CSO Facility to the Detroit River. On the other side of the Canal is Clairpointe Street. During construction of the facility, a “berm” was constructed between the canal and Clairpointe Street to separate the canal from the roadway, and primarily to act as a decorative feature for plants/landscaping. In July 2020, a discovery provided evidence that the berm was exhibiting signs of seepage through it, and therefore showing signs of failure. Given the berm’s original use, it was primarily constructed of materials including large rocks, sand, and other pervious materials. As the Great Lakes levels increased and have sustained these high levels, the berm began acting as a “dike” which is there to permanently hold backwater, rather than for aesthetic appearance. The construction technology and material between a berm and dike defer significantly, and therefore the berm is not conducive to holding backwater. When the berm was constructed, the Great Lakes levels were approximately 7 feet lower.
The berm is in the early stages of failure since it is acting as a dike. Quick action is necessary to protect the homes and businesses on the lower east side of Detroit before the berm fails. The berm’s failure would lead to damage to property, and could cause inundation of the nearby combined sanitary system, and the discharge to the Freud and Conner Pump Stations resulting in sanitary sewer overflows.
GLWA has worked with the City of Detroit Mayor’s Office representatives, City of Detroit DPW, City of Detroit Department of Neighborhoods, DWSD, and the residents of this area on this project. The City requested GLWA extend the limits of the seepage wall from approximately 700 feet long to 1,400 feet long to help guard this area against the effects of high Great Lakes water levels. A meeting was held with the public to inform them of this particularly important project and its intent to keep the lower east side area from potentially flooding due to berm failure.
JUSTIFICATION
To eliminate seepage, and to establish this dike in accordance with the US Army Corps of Engineering standards, GLWA proposes to remove all vegetation and install a sheet steel cutoff wall in the berm. The cutoff wall will prevent further unacceptable seepage through the berm, and therefore, prevent failure of the berm. The restoration of this area will include native grasses, a decorative wall, and the GLWA security fencing, which secures the Conner Creek CSO Facility.
Quick action and construction of these improvements will prevent flooding to the lower east side and will prevent further inflow and infiltration into the DWSD sewer system, and exfiltration through the Clairpointe Roadway through the concrete roadway joints.
Collaboration with the City of Detroit departments, DWSD, and the local residents was completed with extensive involvement from the various City departments to ensure all items of potential concern around this project were addressed to the extent practical.
