MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2001051 “Southwest Water Treatment Plant SCADA Network Upgrade” with Burns and McDonnell Michigan, Inc., at a cost not to exceed $7,891,696.00 for a duration of 730 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA recognizes the importance of its automation systems to achieve its continued vision of reliable and quality water service to its member partners. Therefore, a rigorous and detailed condition assessment of the existing instrumentation and control (I&C) and supervisory control and data acquisition (SCADA) assets was performed at each of the water treatment facilities under contract CS-108. These assessments identified several opportunities for improvement in the areas of automation and system monitoring at all five of the GLWA water treatment plants.
In addition to identifying improvements at the water treatment plants, the condition assessment developed design governance documents to be used at all five water plants to ensure uniform and consistent systems are being designed and constructed throughout the treatment plants.
JUSTIFICATION
The condition assessment for Southwest Water Treatment Plant for this Design Build project showed that 97% of the critical SCADA assets had reached the end of useful life. The improvements identified in the assessment centered on replacement of these assets, removal of an unsupported/obsolete control communication protocol (Device Net) and the implementation of a new process control network based off the GLWA’s SCADA governance standards. The implementation of these improvements would ensure the reliability of the water treatment process at Southwest Water Treatment Plant for the next 20 years.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT
This contract is for the SCADA network upgrade at Southwest Water Treatment Plant. Cost savings are not determinable at this time.
