MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-201 “Job Order Contract for Construction, Environmental, Special Testing, Inspection, and Other Technical Services” with Professional Service Industries, Inc. at a cost not to exceed $1,400,000.00 for a duration of 1,095 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Construction materials, environmental, and geotechnical testing are used for a variety of reasons, including but not limited to: (a) conducting independent construction quality control, (b) confirming construction materials test results provided by construction contractors, (c) obtaining soils, geotechnical and environmental technical data as part of study projects to properly plan and scope subsequent design and construction projects, and (d) assess environmental conditions such as lead-based paint, asbestos-containing materials, polychlorinated biphenyls, mercury-containing devices, and contaminated soils. Typical construction materials testing includes concrete, asphalt, steel, and masonry.
Special testing is also used for a variety of reasons, including but not limited to: (a) x-ray of floors to locate reinforcement steel and electrical conduits inside concrete floors, (b) paint thickness testing, (c) adhesion testing, (d) steel weld integrity testing, (e) anchor pull-out testing, and (f) soils corrosivity testing for corrosion control system designs to protect such as buried piping and storage tanks.
Inspection services are needed to supplement GLWA’s staff on observing, inspecting, and documenting construction work to make sure it is progressing according to schedule and is in conformance with the contract specifications and requirements. Additionally, inspection services are needed to supplement GLWA staff on construction projects at the water treatment plants and water booster pumping stations.
Other technical services will typically include land and aerial surveying, corrosion control engineering, computer-aided design, coatings inspections, electrical grounding studies, and stray current analysis.
JUSTIFICATION
Construction materials, environmental, and geotechnical testing, as well as surveying, corrosion control engineering, coatings inspection, electrical grounding, and stray current studies all represent specialized technical and engineering services that GLWA does not provide in-house. Delivery of these types of technical services requires specialized exploration and testing equipment that is costly to purchase and not feasible for GLWA to operate and maintain. The exploration and testing equipment includes, but is not limited to, truck-mounted drill rigs, soil boring machines, concrete and asphalt coring machines, x-ray machines, ultrasound testing devices, concrete compressive strength testing machines, etc. In addition, the specialized engineers and scientists that perform these services possess and can bring to GLWA projects regional knowledge of subsurface conditions inherent to southeast Michigan.
These services are useful to GLWA because it allows us to confirm that construction work meets the contractual specifications (e.g. 3,500 psi concrete compressive strength at 7 days) so that GLWA’s capital investments are sustainable and reliable. Also, GLWA will be able to respond to system needs in a timely fashion using this job-order contract. Typical system needs include testing and confirming existing conditions at our facilities such as the presence/absence of lead-based paint, asbestos-containing materials, strength and integrity of building materials, and soil bearing capacities so that we may better plan and scope future capital improvements.
FINANCIAL PLAN IMPACT
Summary: The proposed Job Order Contract for Construction, Environmental, Special Testing, Inspection, and Other Technical Services is included in the Board approved
FY 2018-2022 Capital Improvement Plan as program 170200 with a consultant phase project total of $1,500,000.00. The proposed consultant phase contract award of a cost not to exceed $1,400,000.00 is within the CIP budget. Therefore, no budget impact exists.
