MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-282 “Design and Construction Assistance Services for the Springwell’s Administrative Building, Office Build-Out, & Underground Fire Protection Loop Replacement” with WSP Michigan, Inc., at a cost not to exceed $1,306,152.40 for a duration of three (3) years and seven (7) months; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The existing buried fire protection system was installed in 1930 and needs replacement. This system has had numerous breaks; therefore, making fire hydrants unreliable. In addition, the existing buried fire protection system does not cover current site needs, whereas, this project will extend protection to all the site buildings. The new fire protection system needs to be designed and constructed to meet applicable codes and the City of Dearborn Fire Department requirements. This project will also include architectural, building mechanical, electrical, and security related improvements in the administration and ancillary building.
JUSTIFICATION
The professional engineering services procured under Contract GLWA-CS-282 will provide design, construction administration and resident project representation services related to the construction of the site’s entire buried fire protection system and related fire hydrants and other system improvements to the administration building and other ancillary support buildings at the Springwells Water Treatment Plant.
PROJECT ESTIMATE
The pre-proposal estimated cost for the scope of work for this contract was $1,000,000.00.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT
This project is the study, design and construction assistance for the
Administration building improvements and underground fire protection loop at the Springwells Water Treatment Plant. Cost savings are not determinable at the time of this award.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on January 9, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
