MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2001051 (SCN-0000136), Proposed Change Order No. 3, “Southwest Water Treatment Plant SCADA Network Upgrade” with Burns and McDonnell Michigan, Inc., with no increase in cost for a total cost not to exceed $7,891,696.00 and an increased duration of 273 days for a total duration of 1,490 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The intent of the Southwest Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) Network Upgrade project is to replace the plant’s obsolete control systems and existing control networks. Under this project, the vendor is providing the engineering design, demolition, furnishing of field devices, equipment, local control panels, installation, and start-up of a complete advanced plant-wide SCADA control system and networks that meets the current GLWA SCADA Governance Documents standards. Contract No. 2001051 is a design build project which is in the construction installation phase of the networks backbone and installation of the local controls panels for the plants, network, chemical and process systems. Contract No. 2001051 was awarded to Burns and McDonnell Michigan, Inc. on February 24, 2021, and the notice to proceed was July 1, 2021. This proposed change order would extend the substantial completion and final completion dates to April 30, 2025, and June 30, 2025, respectively.
JUSTIFICATION
This request for a time extension of the project timeline for the Southwest Water Treatment Plant’s SCADA upgrade under GLWA Contract No. 2001051 is due to unforeseen changes in our contractor's project management and construction personnel, including subcontractors. We are experiencing delays that impact our ability to maintain the schedule. Burns and McDonnell recently lost key personnel, which has disrupted the project workflow. They are in the process of onboarding a qualified replacement, but the transition has caused unavoidable delays. To ensure successful completion of the contract without compromising quality, we seek approval for a timeline extension. The contractor has reviewed the schedule and believes this additional time will allow them to meet all project objectives despite the current challenges.
