MOTION

 

Upon recommendation of Jody Caldwell, Chief Planning Officer - Planning Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-239, Proposed Amendment No. 3, “Good Sewer Metering Practice Analysis & Support Services” with CDM Smith Michigan, Inc., with no increase in cost for a total cost not to exceed $3,220,906.00 and an increased duration of 214 days for a total duration of 2,040 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

BACKGROUND

The Contract No. GLWA-CS-239 "Good Sewer Metering Practice Analysis & Support Services" supports GLWA’s sewer metering program. The project historically has included the modeling and meter data analysis support services of the collection system dating back to year 1989. The project established the Flow Metering Task Force (FMTF) which was a technical committee which brought together the member communities to review the data and come to an agreement on the flows generated by each member. This resulted in an improved understanding of the technical basis for sewer charges.

 

The FMTF has evolved into the Wastewater Analytics Task Force (WATF) Program which manages several related projects. The WATF Program currently consists of four projects: Metering & Dye Test; Sewer Shares; Collection System and Water Resource Recovery Facility. This contract is aligned with the WATF program. It includes tasks for Meter Verification and Maintenance Support, WATF and Program Management Support, Sewer Shares Input and Support, Greater Detroit Regional Sewer System (GDRSS) Data Analysis and Operations Support, and Engineering Services.

 

The Contract No. GLWA-CS-239 was originally designed as a 5-year contract with a 3-year initial term and two 1-year extension terms. 

 

JUSTIFICATION

Contract No. GLWA-CS-239 "Good Sewer Metering Practice Analysis & Support Services" for sewer metering support is needed to ensure that the GLWA sewer metering system is functioning and collecting accurate data. It is important to the GLWA to have a robust and high-quality sewer metering program because data from the meter network is utilized to diagnose the system on an ongoing basis, both internally and externally.  Additionally, the data is utilized in a variety of important initiatives such as updates of the sewer shares calculations, wastewater master plan update, modeling for assistance in determining the most prudent wet weather operations as well as discussions with the Department of Environment, Great Lakes, and Energy related to wet weather operations.  

 

 

 

The Consultant has created a solution for GLWA that uses artificial intelligence and machine learning to automate the detection and flagging of anomalies in sewer flow data, with the goal of detecting long-term and short-term operational problems in the sewer system more quickly and reliably. The task of detecting long-term anomalies has been completed. They are currently working on detecting short-term anomalies in the system. The requested time extension is needed to complete this task. The project historically has included support services such as sewage collection system modeling and meter data analysis. The contract is necessary to ensure that the GLWA sewage metering system is collecting accurate data and functioning well. High quality sewage flow data and analyses are critical to the establishment of sewer shares, which is the method by which GLWA’s wastewater charges are allocated among members. There are no changes to the scope of work. Finally, the request for proposals for a replacement contract is currently being developed. It is anticipated that the replacement contract will be executed prior to the completion of this seven (7) month time extension.

This proposed amendment is for an extension of time only. Although the amendment extends the final completion date into FY 2024, there is no substantive financial impact.

 

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on May 10, 2023. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
