MOTION

 

Upon recommendation and opinion of Randal M. Brown, Deputy Chief Administrative and Compliance Officer/General Counsel, Jody Caldwell, Chief Planning Officer, the Board of Directors (Board) for the Great Lakes Water Authority (GLWA):

 

1)                     Agrees to the Cost Sharing Agreement with the OMIDDD; and

 

2)                     Authorizes the Chief Executive Officer to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

 

 

JUSTIFICATION

Pursuant to Amendment #1 to the 2009 Wastewater Contract, OMIDDD is authorized to finance, construct and improve the North Interceptor East Arm (NI-EA) from downstream of Northeast Sewage Pumping Station to the Meldrum connection in the NI-EA PCI-19 reach which is portion of the NI-EA interceptor sewer that is a component of the regional wastewater conveyance and treatment system. OMIDDD will be undertaking certain improvements to the NI-EA, and in particular rehabilitation of PCI-18 and PCI-19. The scope of the improvements includes: (1) Construction of an access and gate structure with a flap gate on the existing 7 Mile Adit Tunnel located south of 7 Mile Road and west of Van Dyke Road; (2) Modification of existing PC-663 gate structure including installation and automation of a new sluice gate at PC-663; (3) Performance of maintenance including debris removal, in-tunnel cementitious/chemical grouting, and as needed structural repairs along PCI-18 and PCI-19 upstream of the Meldrum Connection; (4) Replacement of limited manhole cones/covers along PCI-18 and PCI-19 alignment used by the Contractor for access and restore work areas as identified in the contract documents; (5) Perform spray-on lining from manhole PCI-19-103 to approximately 100 linear feet downstream of Conant-Mt. Elliott sewer drop connection. (PCI-19 sta. 26+05 to PCI-19 sta. 18+05, approximately 800 linear feet); (6) Perform miscellaneous debris removal within the lining area as identified in contract documents; (7) Implement a Lining Pilot Study.

 

GLWA benefits from these improvements because the construction of the 7 Mile Road diversion structure will divert dry weather flow away from the NI-EA to allow for operational flexibility during emergencies, when repairs or maintenance is necessary, and to perform future condition assessments. Due to the bituminous coating delamination and exposed aggregate (spalling) within the 800-foot section of the NI-EA, reapplying the coating will reduce further degradation of this interceptor. In addition, the lining portion of the project will use four types of products to compare costs, schedule, construction and testing methods, and long-term durability that will provide results that will be shared regionally to allow for open, more competitive bidding on future lining projects. Because of these benefits, OMIDDD requested that GLWA share in the costs associated with this work. After negotiations, GLWA share of the costs are estimated to be less than 40% of the total project costs ($12,596,800) and are capped at $4.5 million dollars.

 

BUDGET IMPACT

This project is included in the 2024-2028 CIP. At the time of the CIP development, it was expected that $2,479,000 would be expended in FY 2023 and the remaining amount in FY 2024. This project has a priority score of 63.9.  The cost savings and benefits make it advantageous for GLWA to participate in this Cost Sharing Agreement.

COMMITTEE REVIEW

This matter was presented to the Legal Committee on April 26, 2023. The Legal Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

SHARED SERVICES IMPACT

This Cost Sharing Agreement does not impact the Shared Services Agreement between GLWA and DWSD.
