MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1803942, Proposed Amendment No. 1, “Downriver Transmission Main Loop” with OHM and WSP, A Joint Venture, at an increased cost of $520,000.00 for a total cost not to exceed $5,164,631.17 and an increased duration of 791 days for a total duration of 2,799 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

GLWA Contract No. 1803942 is a professional engineering services contract that involves the design, construction administration and resident project representation services related to the installation of approximately 14 miles of new water transmission main consisting of 30-inch, 24-inch, and 16-inch diameter pipes located between Wick Road and Ready Road along Inkster Road and Allen Road/Dixie Highway. The new main will be connected to existing transmission main in the proximity of Wick Road and Inkster Road, Pennsylvania Road and Inkster Road, Pennsylvania Road and Allen Road, Van Horn Road and Allen Road, Woodruff Road and Allen Road, and Ready Road and Dixie Highway.

In the GLWA 2015 Water Master Plan Update (WMPU), several areas in the transmission system were noted as needing improvements in redundancy. In many cases, these redundancy concerns centered on the issue of single feed transmission systems with no redundancy. One of the longest single feed water transmission systems identified in the WMPU is an existing single 54-inch water transmission main in southern Wayne County that serves nearly 150,000 people.  This existing transmission main was installed in 1962 and is constructed of prestressed concrete embedded cylinder pipe (PCCP). This single feed transmission main is approximately 12 miles long, is fed from GLWA’s Southwest Water Treatment Plant and serves the following 10 downriver member partner communities, including: Riverview, Brownstown Township, Trenton, Woodhaven, Grosse Ile Township, Gibraltar, Flat Rock, Rockwood, South Rockwood, and Berlin Township. Construction of the new water transmission main will create a looped water transmission system for these downriver communities, thereby eliminating the single feed and providing a redundant feed to this area.

This Proposed Amendment No. 1 is requesting an additional 791 days for breaking the construction into multiple contracts and prioritizing the most critical aspects of the infrastructure. In addition, requesting $520,000.00 for additional engineering services related to additional watermain across railroad tracks, topographic survey, Wayne County ditches and drainage, construction administration and resident project representation. 

JUSTIFICATION

At present, nearly 150,000 people in 10 member partner communities are served by a single, non-looped (“dead-end”) water transmission main that is 57 years old and constructed of PCCP. A catastrophic failure of this “dead-end” main would result in a major, multiple-day water service disruption and boil water notice to a large population that includes schools, hospitals, day-care centers, commercial establishments, and major manufacturing.

Implementation of this design and construction phase services contract is the start to looping this transmission system and providing the necessary redundant service to the aforementioned downriver communities.

Budget amendments will be created to fund the additional anticipated FY23 spend of $152,347.93 and FY24 $174,692.82 from reserves. The remaining negative estimating variance will be adjusted for in future CIP iterations.

 

 

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on May 10, 2023.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
