MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-259, Proposed Amendment No. 3, “As-Needed Engineering Services for Concrete Testing, Geotechnical Soil Borings and other Testing Services and Related Services” with Somat Engineering, Inc., with no increase in cost for a total cost not to exceed $2,130,721.54 and an increased duration of 365 days for a total duration of 2,083 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

Contract No. CS-259 is an engineering services contract that GLWA has used for the design and construction administration of three water transmission main projects. Two of the three projects are complete.  Those two are Schoolcraft and Park-Merriman. The Wick Road 48-inch Transmission Main Project is the third project.  It is active and continuing and Contract No. CS-259 provides engineering and construction phase services for it. Because the Wick Road Transmission Main Project has been extended for isolation and tie in delays due to prioritization of other transmission system shut down requests, Water Engineering is requesting a schedule extension for this contract. This Proposed Amendment No. 3 requests an additional 365 days that will change the contract end date from June 16, 2023, to June 14, 2024. This additional time will allow for continued construction administration activities through the completion of the Wick Road Transmission Main Project.

JUSTIFICATION

It is important that GLWA maintains continuity on the Wick Road Transmission Main Project, which means that the construction administration services are best provided by the CS-259 contractor that designed the Wick Road Water Transmission Main Project. Construction of this project will not be completed by the current end date (i.e., June 15, 2023) of this engineering services contract (CS-259). Therefore, extension of Contract No. CS-259 will enable GLWA to continue to use the services of the engineer-of-record to review and approve technical submittals, respond to requests for technical clarification, confer with authorities having jurisdiction regarding permit compliance, and conduct site inspections to determine final project completion.

FINANCIAL PLAN IMPACT

This proposed amendment is for an extension of time only. Although the amendment extends the final completion date into FY 2024, there is no substantive financial impact.

This item was presented to the Operations and Resources Committee at its meeting on April 12, 2023. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
