MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1802543, Proposed Amendment No. 2, “Rehabilitation of Ferric Chloride Feed System at PS-1 and Complex B Sludge Lines” with Hazen and Sawyer, with no increase in cost for a total cost not to exceed $2,322,045.00 and an increased duration of 244 days for a total duration of 1,659 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

Hazen & Sawyer was awarded the original contract with a start work date of May 22, 2019, for a total contract fee of not-to-exceed $2,322,045.00 for a duration of 976 days.  This contract was established to design a new Ferric Chloride feed system originating in PS-2 and providing a feed of Ferric Chloride solution to existing PS-1 via a new chemical feed system installed in the pipe gallery at the Water Resource Recovery Facility (WRRF). Additionally, the design included rehabilitation of the existing Sludge Complex B-30 (SCB-30) thickened waste activated sludge (TWAS) line which conveys liquid sludge from Complex B to Complex A at the WRRF. Further, the contract requires Hazen and Sawyer to provide construction phase engineering support, including reviews of the construction contractor’s submittals, responses to requests for information, development of as-built drawings, assistance in developing punch lists, and other services.

On April 5, 2021, Weiss Construction, LLC was given the notice-to-proceed on Contract No. 2002190 to construct the improvements designed by Hazen and Sawyer.  In order to provide engineering support throughout the construction period, Amendment No. 1 was issued to extend the Hazen & Sawyer contract to align with Weiss Construction, LLC’s completion date. Subsequently, the construction contractor has been delayed in obtaining a permit from Conrail that is necessary to complete its work. Change Order No.1 to extend Weiss Construction, LLC was approved by GLWA Board of Directors on February 22, 2023.

JUSTIFICATION

Time extension of the current consultant services Contract No. 1802543 held with Hazen & Sawyer is needed to provide uninterrupted engineering professional services for the remaining construction contract time associated with Contract No. 2002190.
