MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201255 “Springwells Water Treatment Plant 1958 Flocculator Replacement” with F.H. Paschen, at a cost not to exceed $25,468,602.72 for a duration of 1,471 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The Springwells Water Treatment Plant (Springwells) has two separate water treatment trains, referred to as the 1930 and 1958 treatment trains according to their approximate date of construction. Contract No. 2201255 (CIP No. 114017) is a construction contract that involves the replacement of the flocculators in the 1958 Springwells treatment train. The flocculators in the 1958 treatment train contain 20 flocculation chambers each with an associated motor, mechanical drive, drive shaft, bearing housings, and related hardware. The flocculators operate continuously throughout the year. In a recent Michigan Department of Environment, Great Lakes, and Energy (EGLE) Sanitary Survey at Springwells, one of the deficiencies noted was that there are five flocculators out of service. The existing flocculators were installed in 1997 and are subject to continuous heavy wear and tear. The existing flocculator equipment is at the end of its service life and is due for replacement. This proposed contract scope of work includes full replacement of all 20 flocculators, replacement of access ladders into the basins, access doors that separate the interior flocculation compartments, concrete restoration within each flocculation and sedimentation basin. The proposed contract includes two new buildings that shall house sample pumps to monitor the individual settling basin effluent turbidity. This monitoring is a part of EGLE’s Area Wide Optimization Program (AWOP).  

JUSTIFICATION

The existing flocculators have operated continuously for nearly 25 years and are heavily worn and are due for replacement. The flocculator replacement addresses a regulator-noted deficiency and upon completion of the project, the deficiency shall be removed from the Sanitary Survey deficiency list from EGLE. In addition, GLWA shall meet EGLE’s requirement for the AWOP for the 1958 settling basin.

A budget amendment will be made to return the estimating variance for FY23 of $642,013.38 back to Capital Reserves.  The 2024-2028 CIP Draft 2 Plan document has $22,945,000.00 allocated for the proposed contract’s construction phase.  The balance of the estimating variance will be adjusted for in the future CIP Plan documents.

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on March 8, 2023. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
