MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2202757, “Joy Rd and Brush/Bates Sewer Improvements” with Jay Dee Contractors, Inc, at a cost not to exceed $9,625,744.00 for a duration of 760 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

 

BACKGROUND

GLWA systematically inspects, conducts condition assessments, reviews, and prioritizes the approximately 195 miles of sewers and interceptors it operates and make necessary, repairs, and rehabilitation. The Joy Road and Brush/Bates Sewers inspection identified the need for a supplemental investigations, repair, and rehabilitation to maintain their required level of service.

The Joy Road Sewer extends from the intersection of Edison Street and Woodward Avenue to the intersection of Joy Road and Livernois Avenue. It consists of approximately 18,000 lineal feet of cast-in-place concrete pipe with diameters ranging from 7'-9" to 14'-0". It was constructed between 1920 and 1923. 

The Brush/Bates Sewer extends from the border of Highland Park and Detroit on Brush St. to the intersection of Bates Street and Jefferson Avenue. It consists of approximately 27,000 lineal ft of 3' x 4'-6" egg-shaped to 13'-6" diameter brick and cast-in-place concrete pipes, constructed between 1921 and 1922. The inspection of these sewers has indicated deterioration consistent with assets of this age and require repairs as specified in the contract documents.

JUSTIFICATION

Based on detailed engineering inspections performed as part of GLWA Contract 2003443 by FK Engineering, several areas of the Joy Rd. and Brush/Bates Sewers are in fair to poor condition, with numerous running and gushing leaks, spalled and deteriorated concrete, eroded and missing bricks, deteriorated lateral taps, and other defects. These defects will continue to deteriorate and accelerate in magnitude if not repaired.  Rehabilitation of the Joy Rd. and Brush/Bates Sewers is recommended to address existing deterioration, return them to their expected level of service, while extending their service lives, and improving the structural integrity of these assets.
