MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201041 “Rehabilitation of GLWA Sewers - Ashland Relief, Linwood, Lonyo, Second Avenue and Shiawassee” with FK Engineering Associates, at a cost not to exceed $5,988,888.00 for a duration of 2,110 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The GLWA sewer system is approximately 180 miles of sewers ranging from 48” through 210” with much of the infrastructure more than eighty (80) years old.  These sewers have been constructed under various contracts using bricks or concrete.  GLWA has been inspecting these sewers to determine their condition and prioritizing the rehabilitation under contract GLWA-CON-149. Inspections revealed structural deficiencies like fractures, missing mortar from bricks etc. and sediment deposits in Ashland Relief Sewer, Linwood Sewer, Lonyo Sewer, Second Avenue Sewer, and the Shiawassee Sewer.

The purpose of this contract is to provide professional engineering services for sewer inspection, condition assessment, study, design, construction procurement support, and construction phase engineering services as necessary to repair and rehabilitate the five (5) listed sewers and their associated manholes and other structures. Total length of these five (5) sewers is 73,843 linear feet (LF) and their size varies from 48” to 210.” Also, the consultant will design and prepare up to two (2) bid packages for the construction contracts. Such design includes collecting additional data (structural and geotechnical), performing analysis of the conditions, developing feasible alternatives, working with GLWA to select the best alternative, completing the design, assisting with procurement, and providing construction phase engineering services.

Project Objectives

The project tasks are described as follows:

A.                     Review Pipeline Assessment Certification Program (PACP) Reports, CCTV, and Historical As-built Drawings

B.                     Manual Inspection of Sewers, if necessary

C.                     Rehabilitation/Repair Evaluation and Option Analysis

D.                     Flow Control Design, if necessary

E.                     Preparation of up to two (2) Construction Documents

F.                     Construction Procurement Support

G.                     Construction Phase Engineering Services

JUSTIFICATION

GLWA has been using its GLWA-CON-149 contract to perform sewer condition assessments in accordance with the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) to prioritize the rehabilitation of sewer assets. Ashland Relief Sewer, Linwood Sewer, Lonyo Sewer, Second Avenue Sewer, and the Shiawassee Sewer are among the top twenty sewers listed for rehabilitation by GLWA. This project is necessary to evaluate assessment data to develop a design for the rehabilitation of these five (5) sewers.

This item was presented to the Operations and Resources Committee at its meeting on December 14, 2022. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
