MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2004674 “Engineering, Design, and Construction Assistance Services for North Service Center Pump Station Improvements” with CDM Smith Michigan, Inc., at a cost not to exceed $14,831,090.36 for a duration of 2,545 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The North Service Center Station (NSC) is located in Troy, Michigan and currently operates year-round to supply drinking water to member partner communities in Rochester Hills, Troy, Pontiac, Utica, the 8-Mile corridor, and the service areas of the Adams Road Station and Northeast Water Treatment Plant. Under current operation, the NSC is fed primarily from the Imlay Station, which receives its water from the Lake Huron Water Treatment Plant. When necessary, the Northeast Water Treatment Plant can also be used to supply NSC. This contract provides for engineering services for design, construction administration and resident project representation during construction of a new NSC comprised of a new pump house, reservoirs, yard piping, and all associated ancillary facilities.

JUSTIFICATION

The NSC was constructed in 1962 and is beyond its useful service life. A recent needs assessment completed under Contract CS-052A “Professional Engineering Services for Needs Assessment of Water Supply System Pumping Stations” identified an extensive list of station improvements needed to reliably meet the projected needs of the water supply system. A life-cycle cost analysis completed under Contract CS-052A determined that the most cost-effective solution to address the identified needs was to build a new station and reservoirs.
