MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1900134 Proposed Change Order No. 2 “Springwells Water Treatment Plant Low Lift Pump Suction Gate Replacement” with Barton Malow Company, at an increased cost of $2,596,287.00 for a total cost not to exceed $17,155,786.00 and an increased duration of 599 days for a total contract duration of 1,599 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

Contract No. 1900134, Springwells Water Treatment Plant (Springwells WTP) Low Lift Pump Suction Gate Replacement, is a design-build contract that involves replacing suction and discharge side isolation gates and appurtenances at the plant’s low-lift pumping station. The majority of the construction work is being performed using underwater divers and because the work is adjacent to the inlets of the pumping units, the low lift pumping station requires shutdowns for safety reasons. As such, the construction work has been performed each night between approximately 9:30 p.m. and 4:00 a.m. and is limited to the low-demand season that generally spans October through April.

On October 31, 2021, a water main break on the 14 Mile Road transmission main occurred which restricted system operations and resulted in the inability to complete night-time shutdowns at Springwells WTP. Repair work on this main continued through January 2022 at which point night-time shutdowns resumed at Springwells WTP on February 1, 2022. This lost time prevented the contractor from completing the required work in the low lift within the contract duration.

Further repair work is tentatively planned to start in October 2022 on the 14 Mile Road transmission main and will continue through January 2023. This work, if conducted, will prevent night-time shutdowns from being completed at Springwells WTP during that period.

This proposed change order adds a total of 599 days to the contract duration and an additional $2,596,287.00 to the contract amount. Of this amount, $846,287.00 is related to a time extension of one additional low demand season to cover additional general conditions, additional general contractor costs, additional engineering support, an additional mobilization of the diving contractor for the additional season of work. The remaining $1,750,000 will be added to the Provisionary Allowance to account for delay related to the tentative work on the 14 Mile Road transmission main in 2022/2023 and a second additional low demand season of work at Springwells WTP.

Change Order No. 1 added a total of 270 days to the contract duration and an additional $825,978.00 to the contract amount. Change Order No. 1 was necessitated because GLWA had not been able to afford the 8-hour daily shutdowns to the contractor as specified in the Contract Documents.

 

 

 

JUSTIFICATION

Additional contract time is needed to complete the remaining work of the contract because of delays related to the 14 Mile Road transmission main break and related repair work. To date, all the discharge side isolation gates have been installed and four of the eight suction side isolation gates have been installed. The remaining work includes finishing demolition of the last four suction side isolation gates and installation of the four new suction side isolation gates and appurtenances. Based on production rates to date under the contract, we anticipate that this remaining work will be completed in the low-demand season starting in October 2023 and ending in April 2024.
