MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2101475, “CSO Facilities Improvements” with CDM Smith Michigan, Inc., at a cost not to exceed $8,621,187.00 for a duration of 2,369 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

GLWA operates nine (9) Combined Sewer Overflow (CSO) facilities. The CSO facilities provide primary treatment and disinfection during wet weather. Through past projects (Wastewater Masterplan) GLWA has identified various opportunities to balance flow throughout the system, providing opportunities to balance combined sewer overflow in the system and to utilize under-utilized facilities more fully.  Two of these projects plan to divert flow from the Northwest Interceptor (NWI) to the Oakwood CSO Facility and to divert flow from the Meldrum sewer for processing in the Leib Screening and Disinfection Facility.

 

To prepare these CSO facilities for their full utilization, the “CSO Facilities Assessment Report” prepared under GLWA Contract CS-299 identified a series of repairs and enhancements that should be made to improve facility reliability, efficiency, flexibility, operation, maintenance, and safety.

 

JUSTIFICATION

 

This engineering project will provide the services required to meet the goals of the “CSO Facilities Assessment Report” at the Oakwood CSO Facility and the Leib CSO Facility.  The required improvements will address the screening, disinfection, flushing, electrical, and instrumentation and control (I&C) systems at both facilities, as well as HVAC and structural/architectural improvements at Leib. 

 

The Design Services to be provided include preparation of engineering studies and analyses; computational fluid dynamics (CFD) modeling; physical modeling of the Oakwood storm wet well, preparation of basis of design reports; development of design and construction documents; obtaining all required permits; support for construction contract bidding and negotiation; providing construction assistance/construction engineering; developing system operation and maintenance manuals; training GLWA’s operations and maintenance team members; maintaining and turning over records, and providing other services required to deliver the scope of work.

 

In addition, to the design development for the facilities listed above CDM Smith Michigan will conduct a study of disinfection systems  at the Baby Creek SDF, and Connor Creek RTB CSO. The intent of the study is to optimize the system which could potentially yield a reduction in assets with the same disinfection performance.  The findings of the study will be incorporated into the Leib facility disinfection system design.

Summary: Sufficient funds are provided in the financial plan for this project.

The amounts above are per the FY2023-2027 CIP Plan. The award of this contract creates a negative estimating variance of ($3,729,187.00).  This variance will be funded from Capital Reserves.

 

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on July 13, 2022. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
