MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 2201870 “Schoolcraft Road Concrete Pavement Restoration and Landscaping” with Mark Anthony Contracting, Inc., at a cost not to exceed $2,357,832.40 for a duration of 180 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

GLWA Contract No. 1804129 “Schoolcraft Road 48-Inch Water Transmission Main” involved constructing approximately 9,000 linear feet of 48-inch diameter water transmission main in Livonia, Michigan along westbound Schoolcraft Road. The transmission main and 5,000 linear feet of the concrete roadway was installed in 2021. This specialized procurement includes the remaining 4,000 feet of existing concrete roadway removal and replacement along the alignment of the new transmission main which will be executed expeditiously.

JUSTIFICATION

Due to the execution of the work and major disruptions which impacted member partner businesses previously under Contract No. 1804129, GLWA elected to reduce the scope and self-procure a concrete restoration contractor which could quickly execute the remaining concrete restoration, and restoration of all green spaces along the alignment in accordance with the City of Livonia standards. GLWA recognizes the burden the previous contract put on the community due to the size of the project and constricted area in which it was installed. The proposed Contract No. 2201870 provides GLWA with a contractor with the ability to quickly execute this work with previous history working for the City of Livonia. Proceeding in this direction will provide the best outcome in the most efficient amount of time for GLWA.
