MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 1802774 Proposed Change Order No. 1Springwells Water Treatment Plant 1930 Sedimentation Basin Sluice Gates, Guides, and Hoist Improvementswith Kokosing Industrial, Inc., with no increase in cost, for a total cost not to exceed $13,703,000.00 and an increased duration of 399 days for a total duration of 1,495 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

GLWA Contract No. 1802774 “Springwells Water Treatment Plant 1930 Sedimentation Basin Sluice Gates, Guides, and Hoist Improvements” involves replacement of the existing eight sluice gates and guides for the 1930 Sedimentation Basins. The original gates were installed in the 1930s and required replacement. The project included structural, architectural, mechanical, and electrical improvements in the 1930 sedimentation basins and gate house structures. The contract was awarded to Kokosing Industrial, Inc., and the final completion date is May 27, 2022. To date, all work to the original scope of work is complete. GLWA recently had a Sanitary Survey Analysis done by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) at the Springwells Water Treatment Plant. From the Sanitary Survey, one of the deficiencies found was that the existing four induction mixers located at the 1930 Mixing Chamber were not functional. These four induction mixers are required as part of the treatment process. This Proposed Change Order No. 1 requests 399 days to be added to the final contract completion, respectively. This additional time will allow us to replace the four induction mixers.

JUSTIFICATION

The additional contract time requested in this proposed change order is a result of the recent Sanitary Survey Analysis completed by EGLE. Approval of this change order will allow the design-build team to proceed with the replacement of the four induction mixers, which includes design, computational fluid dynamics (CFD), furnish, installation, training, and O&M manual.

This proposed change order is for an extension of time only. Although the change order extends the final completion date into FY 2023, there is no substantive financial impact.

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on June 8, 2022.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
