MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 2102824 “Rehabilitation of Northwest Interceptor - 8 Mile Road to Tireman” with LGC Global, Inc., at a cost not to exceed $6,934,703.00 for a duration of 630 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The GLWA Conveyance System consists of a network of sewers which collect and transfer wastewater to the major interceptors for flow management to the Water Resource Recovery Facility (WRRF). There are three major interceptors - Detroit River Interceptor (DRI), Northwest Interceptor (NWI), and North Interceptor East Arm (NIEA). The Northwest Interceptor (NWI) ranges in diameter from 4 feet to 13 feet.

A condition assessment of about 7.5 miles of this 15 miles long interceptor revealed two severe structural defects in it which were addressed as emergency repairs, both completed under CON-149 (Emergency Sewer Repairs Contract), to avoid a collapse.

GLWA’s consultant, FK Engineering, under existing contract CS-168, completed a further assessment of the NWI from 8 Mile to Tireman and designed repairs for rehabilitation of the NWI from 8 Mile to Tireman. Contract No. 2102824 is for this rehabilitation

JUSTIFICATION

Pipeline Assessment and Certification Program (PACP) inspections for the NWI consisting of Closed-Circuit Television (CCTV) were performed in 2020 and man-entry inspections were performed in 2021. The inspections identified leaks, defective taps, settled deposits, cracks, root intrusions, structural defects, and other defects that require repair to the sewers.  These rehabilitation repairs are necessary to prevent structural failure of the trunk sewer, prevent further deterioration of the important trunk sewer, and extend the useful life of an important linear infrastructure asset. Chemical grouting repairs will be used to address most of the identified defects. Heavy cleaning will remove settled sand, gravel, mud, and organic matter in some locations.

This item was presented to the Operations and Resources Committee at its meeting on April 13, 2022. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
