MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 1802575 Proposed Amendment No. 3 “GLWA Conveyance System Engineering Services” with Brown and Caldwell, LLC, with an increased cost of $382,004.00 for a total cost not to exceed $5,474,808.14, with no increase in time for a duration of 60 months; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

GLWA’s Sewer Conveyance System has approximately 130 miles of trunk sewers and 51 miles of interceptors.  The Connors Creek Sewer System (CCSS) is a major sewer on the eastern side of Detroit. It extends from 8 Mile Road west of Van Dyke Avenue to a gate structure close to the intersection of Conner Street and Jefferson Avenue. The alignment is approximately 7 miles long and was constructed between 1924 and 1926. The reach of sewer inspected is partially of brick construction with the remaining sewer being cast-in-place concrete and varies in size from a 24-inch to 13-ft 6-inch diameter before it transitions to an arch approximately 17-inch high by 22-ft wide as it passes below Mt. Olivet Cemetery and Coleman A. Young Airport. Farther downstream it becomes dual rectangular 12-ft x 17-ft 6-inch and three cell 15-ft 9-inch x 17-ft 6-inch boxes.

South of Jefferson Avenue are the Connors and Freud Connectors. Each are three-barrel conduits that combined with the gravity flow from CCSS carry flow from the pump stations to the CSO facility. Considering the multiple barrels in this system, the total length of sewer is over 72,000 lineal feet. The CCSS project will be funded under the Clean Water State Fund. There are no changes to the engineering scope for the Woodward Sewer System which is also part of this contract.

In summary, this and previous amendments were related to the following:

                     Amendment 1 was executed to change the form of the contract to a “Task Authorization Contract” to align the contract method with the intent of its execution.

                     Amendment 2 added time and budget for increased project scope due to greater than anticipated rehabilitation requirements and application preparation for Clean Water State Fund.

                     Amendment 3 provides funding for the re-inspection of the CCSS after the 2021 flooding events to support subsequent claims to FEMA. Due to timing of the FEMA claims process, the re-inspection work was authorized under the existing contract.  Amendment 3 will restore the funding that was allocated for the re-inspection.

JUSTIFICATION

In the summer of 2021, the Detroit area experienced heavy rainfalls which resulted in widespread flooding. GLWA wishes to re-inspect the Connors Creek Sewer System and compare the findings to the previous inspections that were completed in two parts in 2017/2018 and 2021. The objectives are to identify new damages, changes in debris levels in the sewer, which will inform future operational and maintenance strategies. Any additional damage or debris will be included in the rehabilitation project which is scheduled to begin construction later in 2022.

Additional fees are requested for field inspection, which involves personnel entering the sewer and documenting current conditions with video in accordance with National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) standards. Any new damage will be added to the nearly completed plans and specifications by the engineering consultant. An additional cost comparison will be prepared to inform the Department of Environment, Great Lakes, and Energy (EGLE), the administrator of the Clean Water State Fund, for purposes of fully funding the low-interest loan to GLWA.
