MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 2100998 “East Avon Early Works Pipe Material Procurement for the 96-Inch Water Transmission Main Relocation Project” with Northwest Pipe Company, at a cost not to exceed $2,843,263.00 for a duration of 12 months; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

GLWA Water Operations is overseeing the relocation of a portion of its 96-inch water transmission main that connects the North Service Center and Imlay Pump Stations. This relocation project will involve installing approximately 10,560 feet of new 96-inch water transmission main along Dequindre Road, Avon Road, and the Macomb Orchard Trail between Hamlin Road and 24 Mile Road. Once this new section of 96-inch water transmission main is placed into service, the existing water transmission main that is located in the closed G&H Industrial Landfill will be decommissioned. The closed G&H Industrial Landfill is a listed U.S. Environmental Protection Agency Superfund site that is contaminated with hazardous waste. GLWA is relocating the roughly 10,560 feet of 96-inch water transmission main away from the closed landfill out of an abundance of caution to protect water quality. A segment of the new 96-inch water transmission main will be located along Avon Road between Dequindre and 23 Mile Roads and will cross the Clinton River in this area. This segment of 96-inch water transmission main will be installed early in the construction schedule as part of GLWA’s coordination with the Road Commission for Oakland County’s (RCOC) planned roadway and bridge improvements along Avon Road. Construction of the 96-inch water transmission main in this area is preferably performed beginning in the winter to minimize disruption to nearby businesses and to avoid fish passage restrictions in the Clinton River. This proposed contract involves purchasing 2,590 feet of 96-inch diameter pipe, fittings and appurtenances so that it is purchased and ready for installation by a separate contractor to be selected by GLWA. The contractor is planning to begin construction in or around November 2022.

JUSTIFICATION

Installation of the 2,590 feet of new 96-inch water transmission main early in the construction schedule and at the beginning of the winter is important to coordinate with nearby RCOC roadway improvements, to minimize disruption to nearby businesses, and to avoid fish passage restrictions in the Clinton River. Purchasing the 2,590 feet of new pipe materials now by GLWA will ensure that the pipe materials are available and ready for the construction contractor to install beginning in the winter of 2022.
