MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-149 Proposed Change Order No. 2 “Emergency Sewer Repair” with Inland Waters Pollution Control, Inc., with no increase in cost for a total cost not to exceed $53,600,000.00 and an increased duration of 348 days for a total contract duration of 1,809 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The GLWA sewer system (approximately 180 miles of sewers ranging from 48” through 168”) is eighty (80) years old or more. Because of the age of the sewers, they are deteriorating at a faster rate. Some are rated at higher PACP (Pipeline Assessment Certification Program) rating, and immediate emergency action is often required. Sewer rehabilitation services are necessary to repair plugged, damaged, and collapsed sewers to avoid basement flooding, and maintain the flows within the wastewater conveyance system.
The purpose of this contract is to provide the means of inspection, sewer lining and open cut repair of failed sewers and in-place rehabilitation of selected sewers using the procedures, methods, and equipment of the cured-in-place pipe lining process.
Project/Objectives
The project tasks are described as follows:
A. Clean sewers, remove and dispose of sludge and all internal debris, including root intrusion, protruding taps and minerals deposits from pipelines. Perform inspections of sewer by experienced personnel trained in locating breaks, obstacles, and service connections by closed circuit television or man entry.
B. Prepare the televised sewer information report, and review with GLWA staff to determine the necessary repair requirements and establish thickness design parameters.
C. Provide design and corresponding costs for GLWA review and approval.
D. Acquire all necessary permits required to complete each task, at no extra cost to GLWA.
E. Provide traffic control and public notification.
F. Provide bypass pumping, if needed, in order to maintain services to customers upstream and downstream of pipeline being reconstructed.
G. Trim any protruding taps to achieve smooth lining of the sewers, as part of the lining operation.
H. Line the sewer using suitable resin systems conforming to the requirements of the current standard specifications for rehabilitation of existing pipelines and conduits.
I. Furnish clean up and restoration of the site.
J. Remove and dispose of all the lining material left inside the sewers and/or manhole.
K. Conduct inspection of lined sewers via TV camera and provide as-built drawings.
At the request of GLWA, the Contractor will also provide the following services:
1. Rehabilitate sewers by method of slip lining.
2. Rehabilitate sewers by the method of pipe bursting.
JUSTIFICATION
Most of the GLWA existing sewers within the collection system are older than 80 years. Due to the age and deterioration of the sewer pipes, immediate repair and/or rehabilitation is often required. CON-149 is necessary to continue the sewer emergency repairs and rehabilitations.

FINANCIAL PLAN IMPACT
Summary: The proposed change order with Inland Waters Pollution Control, Inc. encompasses Capital Improvement Plan and Operations & Maintenance expenses. The value of the contract is within the current financial plan in total. Sufficient funds will be provided in the Operations & Maintenance (O&M) and CIP financial plan for this contract related to contractual operating services.
