MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1802775 Proposed Change Order No. 2 “Park-Merriman Road 24-Inch Water Main” with Salenbien Trucking & Excavating, Inc., at an increased cost of $273,814.41 for a total cost not to exceed $9,164,379.92 and an increased duration of 227 days for a total contract duration of 1,011 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA Contract No. 1802775, Park-Merriman Road 24-inch Water Main, involves the construction of 7,000 linear feet of 24-inch diameter water transmission main. Once completed, this new transmission main will parallel an existing single feed main and as a result will provide redundancy to several master meters serving Wayne and Westland. The Contract was awarded to Salenbien Trucking & Excavating, Inc. and commenced to run on March 11, 2019. The substantial completion date is February 5, 2021 and the Contract final completion date is May 4, 2021. As of December 7, 2020, approximately 6,950 linear feet of 24-inch transmission main has been installed. Construction of the main involves one temporary connection and two final connections into the existing 24-inch main. During these connections, a section of existing main requires isolation. During pre-shutdown trials, it was discovered that existing valves for the shutdown could not provide full isolation. GLWA is currently working on installing an additional line stop to provide adequate isolation. This additional line stop requires a new MDOT/Amtrak construction permit. This proposed Change Order No. 2 requests that 145 days and 227 days be added for substantial and final contract completion, respectively. This additional time will allow for the procurement of the new MDOT/Amtrack construction permit, installation of the additional line stop, completion of the remaining work, and contract closeout activities.
JUSTIFICATION
The additional contract amount and time requested in this proposed change order are a result of unforeseen site conditions that were outside the control of the contractor and changes to the shutdown schedule for the project. Approval of this change order will allow GLWA to proceed with the completion of this transmission main redundancy as well as finishing related master meter improvements.
