MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1803621 Proposed Change Order No. 1 “Wick Road 48-Inch Water Transmission Main” with Ric-Man Corporation, Inc., at an increased cost of $1,217,151.00 for a total cost not to exceed $22,179,512.00 and no increase in duration for a total duration of 730 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

GLWA Contract No. 1803621, Wick Road 48-inch Water Transmission Main, involves constructing approximately 17,000 linear feet of 48-inch diameter water transmission main parallel to an existing transmission main to provide redundancy between GLWA’s Wick Road and Ypsilanti Pumping Stations. The Contract was awarded to Ric-Man Construction, Inc. (Ric-Man) on June 26, 2019. The notice to proceed was issued to Ric-Man on August 26, 2019, the substantial completion date is February 26, 2021, and the final completion date is August 25, 2021. As of November 30, 2020, about 11,000 of the 17,000 linear feet of the 48-inch transmission main has been installed. Construction of the 48-inch main involves one railroad crossing where the CSX Corporation (CSX) rail line crosses Wick Road. CSX approved the engineering plans during the design phase with the provision that CSX would review and approve the construction contractor’s (i.e. Ric-Man) means and methods, dewatering plan and carrier pipe material for the jack and bore operation. CSX’s review of Ric-Man’s detailed construction and dewatering means and methods combined with the existing soil conditions beneath the railroad now requires the contractor to perform permeation grouting above and beyond the original contract scope of work. The permeation grouting is required to avoid unacceptable differential settlement at the Wick Road railroad crossing. The permeation grouting work generally involves installing 104 grout-filled tubes to about 30 feet below ground level and stabilizing about 23,000 cubic feet of existing soils with soil-cement grout. The work also includes geotechnical instrumenting and monitoring to measure grout take and leakage to avoid settling or heaving of the railroad tracks during the operation.

JUSTIFICATION

Additional construction work involving permeation grouting in the jack and bore operation to install the new 48-inch water transmission main beneath the CSX railroad is needed to avoid unacceptable differential settlement of the railroad track. The permeation grouting is being required by CSX.
