MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1803538 Proposed Change Order No. 1 “Ford Road Station Improvements - Discharge Pressure Control” with Weiss Construction Company, at an increased cost of $120,000.00 for a total cost not to exceed $2,650,866.00, and an increased duration of 250 days for a total contract duration of 700 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

Contract No. 1803538, Ford Road Booster Station Improvements Project, addresses several mechanical issues at the station, including:

                     Inoperable isolation valves on the suction side of the pumping units where prior to the start of this contract, the main station pumping units could not be serviced without taking the entire station out of service.

                     The reservoir fill line and adjacent control valve are located overhead and are difficult to service. The elevated cone valve will be replaced with a floor-level plunger valve. Plunger valves are considered simpler valves subject to less wear and provide the same throttling service as cone valves. Plus, the new floor level location will lend itself well to convenient maintenance.

                     The control valves for the ten station pumps were hydraulically operated butterfly valves, which do not provide the pressure control needed at the station. These butterfly valves are currently being replaced with electrically operated ball valves. The new ball valves will allow GLWA to throttle the pump discharge control valves as needed to provide smoother station pressure.

The butterfly isolation valves on the suction side of the pumps have been successfully installed to date. This proposed change order requests that 250 days be added to the contract time because the delivery of the new discharge side valves was delayed due to the Coronavirus pandemic, a Contractor-related delay in securing new electrical equipment, and occurrences where the Ford Road Station could not be shutdown concurrent with construction-related partial shutdowns at GLWA’s Springwells and Southwest Water Treatment Plants.

This proposed change order also requests that $120,000.00 be added to the Contract Amount as a Provisionary Allowance to be used to construct improvements to the cooling and sealing system for the pumping units. During execution of the Contract, it was discovered that the pumps at the station have deficiencies in their cooling and seal water systems. Five of the pumps have properly designed water systems, four are running continually, and one pump has no cooling or seal water at all. This was discovered while developing corrections to the control wiring for the new ball valves. While it is possible to retrofit the new wiring to account for future seal and cooling water system improvements at a later date, the entirety of the wiring would have to be modified to address it. Therefore, it is advisable to make the pump cooling and seal water system improvements now under this Contract to avoid electrical control wiring rework later.

 

 

JUSTIFICATION

Additional time is requested to complete the remaining work of this Contract in order to achieve the needed station improvements. The original Contract duration did not contemplate the magnitude of competing facility shutdowns at Springwells and Southwest water treatment plants that could not be completed concurrently with the construction-related shutdown of the Ford Road Station. Furthermore, the current Coronavirus pandemic’s delay of the remaining new station valves was also not anticipated. Performing the additional work associated with the pump cooling and seal water systems under this Contract would avoid future rework of all electrical control wiring at the station. Unused portions will be credited back to GLWA in a final contract change order.
