RE:                     Proposed Stand-By Water Supply Service Contract with City of Grosse Pointe Farms

 

MOTION

 

Upon recommendation of Randal Brown, General Counsel, the Board of Directors (“Board”) of the Great Lakes Water Authority (“GLWA”), authorizes the Chief Executive Officer (“CEO”) to execute the Stand-By Water Supply Service Contract with Grosse Pointe Farms; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND

On 7/13/2020, the Grosse Pointe Farms City Council agreed to the terms of a Stand-By Water Supply Service Contract (“Contract”) with GLWA. 

 

The City of Grosse Pointe Farms maintains its own water filtration plant, which provides water supply services to its community as well as the City of Grosse Pointe.  In its role as a collaborative regional service provider, GLWA has agreed to provide Grosse Pointe Farms with occasional, temporary water supply services for its use during periods of planned maintenance, system repairs, system outages, loss of power supply, contamination, or other mutually acceptable reasons. This Contract establishes the terms and conditions of this stand-by water supply arrangement.

 

Some of the more relevant provisions include a 10-year Contract term that automatically renews for successive 10-year terms unless a party gives notice of its intent to terminate the Contract.  For non-emergencies, the Contract requires advance notice of the need for services.  The Contract also establishes protocols for valve opening and closing, usage estimating protocols and the charges methodology to be utilized.

 

JUSTIFICATION

Approval of this Contract provides a mutually beneficial, stable, long-term framework for interactions between GLWA and the City of Grosse Pointe Farms and establishes a defined process for providing the type of emergency and occasional services required by Grosse Pointe Farms.

 

BUDGET IMPACT

The revenues expected to result from this Contract are not determinable due to the nature of the service being provided.

This matter is being presented directly to the full Board of Directors for consideration and approval.

SHARED SERVICES IMPACT

This item does not impact the shared services agreement between GLWA and DWSD.
