MOTION

 

Upon recommendation of Suzanne Coffey, Chief Planning Officer, The Board of Directors (Board) of the Great Lakes Water Authority (GLWA), adopts the 2020 Wastewater Master Plan; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

JUSTIFICATION

The Wastewater Master Plan proposes a diverse array of wastewater infrastructure investments for the Water Resource Recovery Facility (WRRF), regional collection system, and Combined Sewer Overflow (CSO) control facilities across the GLWA service area for a 40-year planning horizon. The plan establishes three major phases of improvements using cost optimized sequencing of integrated activities and projects. Each phase is designed to build upon the previous phase and produce incremental water quality improvements and level of service benefits.  It employs adaptive management principles that inform future phases, manage cost impacts, and converge on achieving the desired outcomes. The plan, developed by GLWA and its Member Partners, leverages the power of regional optimization and adaptability to cost effectively achieve the desired outcomes at a pace that manages affordability.
