MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2000610 “Yard Piping, Valves and Venturi Meters Replacement at Water Works Park” with LGC Global, Inc., at a cost not to exceed $49,467,913.00 for a duration of 1,780 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The existing water transmission yard piping at the GLWA Water Works Park Water Treatment Plant (WWP) was installed between 1875 and 1992, with the majority installed prior to 1960. As WWP expanded over the years since 1875, yard piping was added in various decades to keep pace with the system’s growing water demands. As a result, the existing network is inefficient and should be reconfigured so that it is hydraulically efficient.

This construction contract will involve constructing new water transmission yard pipes, isolation valves, pressure reducing valves, venturi flow meters, and related appurtenances. The existing yard piping, valves, venturi meters and related equipment will be removed from the site. The project will also address the water production flow metering for WWP. Other significant work to be performed under this contract includes constructing a new and modern security entrance with the appropriate security features for WWP. This is of importance since WWP is considered the tour location for the public when educating others about water treatment. Lastly, this project is being coordinated with the WWP to Northeast transmission main project. All of this construction has to occur while still meeting water demands in the system and therefore, will have to work around operations.

JUSTIFICATION

The existing yard piping and valves leak and are largely past their useful service life. The existing water production flow meters are 60 to over 100 years old and are beyond repair. Moreover, the existing yard piping network and water production meter locations are inefficient and need reconfiguration to provide a hydraulically efficient system. Removing all the existing yard piping and its related equipment will free the site of old, unused piping to make future earthwork activities more efficient. The new water transmission yard piping, valves, and water production flow meters will provide a reliable and redundant system of transmitting and measuring flows into the water transmission system from WWP.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT

This project is the replacement of the yard piping and venturi meters at Water Works Park Water Treatment Plant.  Cost savings are not determinable at the time of this award.

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on August 12, 2020.  The Operations and Resources Committee recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
