MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-152 Proposed Amendment No. 2, “Route Alternatives Analysis and Preliminary Design for Water Works Park to Northeast Transmission Main” with Jacobs Consulting, Inc., with no increase in cost for a total cost of $4,392,558.63, and an increase in duration of 765 days for a total contract duration of 1,819 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The original scope of work for the CS-152 consultant services contract included route alternatives analysis and preliminary design for Water Works Park to Northeast Transmission Main project. In order to meet the Drinking Water Revolving Fund (DWRF) loan schedule, GLWA approved Amendment No. 1 to the CS-152 project. Amendment No. 1 included assistance from Jacobs Engineering to prepare design-build bidding documents and design build oversight for phase 1 of Water Works Park to Northeast Transmission Main project, which includes the Northeast Flow Control Facility portion of the work. At the time of Amendment No. 1 execution, it was anticipated that 24 months of design build oversight would be required to complete the Northeast Flow Control Facility design and construction. The Northeast Flow Control Facility design-build contract (Contract 1803258) was bid in 2019 with the successful proposer, Walsh Construction Company, indicating a project schedule of 10 months for design and 26 months for construction. Given this extended schedule, GLWA Water Engineering is requesting Amendment No. 2 to the CS-152 contract for a time-only adjustment to the contract. The requested Amendment No. 2 would extend the CS-152 contract from the current contract end date of July 31, 2020 to September 4, 2022 in order to extend design-build oversight services from Jacobs Engineering for the full duration of the Northeast Flow Control Facility design-build contract (Contract 1803258).
JUSTIFICATION
Design-build oversight assistance for the Northeast Flow Control facility provides critical support to GLWA Water Engineering in the form of design and construction submittal review to ensure that the Northeast Flow Control Facility is constructed in conformance with the minimum technical requirements provided for in the design-build contract with Walsh Construction Company. The submittal review support is especially critical for submittals that involve engineering sub-specialties such as building mechanical, electrical, and instrumentation/controls. The design-build oversight also provides support in the form of resident project representation for construction observation to ensure that the Northeast Flow Control Facility is constructed in conformance with the approved design.
