MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1900744 “Reservoir Rehabilitation Construction Project at Imlay Station, Lake Huron, Springwells and Southwest Water Treatment Facilities” with Pullman SST, Inc., at a cost not to exceed $21,597,998.00 for a duration of 1886 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) requires that finished water storage reservoirs be inspected every five years to determine their condition and make any necessary improvements to maintain reservoir integrity. Inspection of reservoir interiors, as well as construction management of 1900744 will be performed under an active engineering services contract (i.e. Contract No. CS-151A “Reservoir Inspection and Design Project at Imlay Station, Lake Huron WTP, Springwells WTP, and Southwest WTP”).
The specifications and drawings that define the scope of construction rehabilitation work have been prepared under Contract No. CS-151A and will be executed under the construction Contract No. 1900744 “Reservoir Rehabilitation Construction Project at Imlay Station, Lake Huron WTP, Springwells WTP, and Southwest WTP,” and is the subject of this letter. The scope of work under Contract No. 1900744 includes restoration of ten (10) reservoirs; one (1) at the Imlay Pump Station, three (3) at Lake Huron Water Treatment Plant (WTP), three (3) at Springwells WTP, and three (3) at Southwest WTP. A maximum of three reservoirs and only one at each plant will be out of service during the low demand period in a given year.
The interior of the reservoirs will be inspected under the CS-151A engineering services contract concurrently with the contractor performing work under 1900744 construction contract. The rehabilitation work includes deep and shallow concrete crack repairs, deep and shallow concrete spall repairs, expansion joint replacement, and reservoir roofing membrane system replacement. The proposed Contract No. 1900744 contains unit prices and estimated quantities of work for these typical repairs. The quantity of repair will be defined in a job order immediately after the inspection.
The contract final completion date of December 2024 has been set to allow for additional contract time in case a reservoir cannot be isolated for inspection and/or rehabilitation in FY19 through FY23 due to operational demands.
JUSTIFICATION
Finished water reservoirs must be inspected every five years to comply with EGLE regulatory requirements. Furthermore, inspection and rehabilitation of GLWA’s finished water reservoirs on a regular schedule is the preferred approach to proactively maintain reservoir integrity and safe water quality.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT
The proposed contract is for the rehabilitation of finished water reservoirs at various water facilities. Cost savings are not determinable at the time of this award.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on September 11, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
