MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-253 Change Order No. 1 “Springwells Water Treatment Plant Reservoir Fill Line Improvements” with Ric-man Construction, Inc., at a cost not to exceed $4,270,500.00 with an increased duration of 410 days for a total contract duration of 860 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The reservoir fill line improvements at the Springwells Water Treatment Plant (Springwells) is a predecessor project for construction of the physical improvements to the Springwells raw water tunnel to be performed under another GLWA contract (Contract No. DB-150 “Design Build/Repair for Portions of the Pennsylvania, Springwells and Northeast Raw Water Tunnels”). Construction of the reservoir fill line at Springwells will allow its reservoirs to be filled from Water Works Park and Southwest. This will allow the Springwells reservoirs and high-lift pump station to remain in service if the raw water supply to Springwells is interrupted. Keeping the reservoirs in service is critical to meeting system demands served by the Springwells high pressure pumping system. The new reservoir fill line at Springwells will be fed from an existing water transmission main along Warren Avenue on the south side of Springwells.
JUSTIFICATION
Differing site conditions were encountered during work, including excessive aluminum phosphate residuals insider Reservoir No. 1 that require removal and disposal from the reservoir. Additionally, there have been difficulties isolating Reservoir No. 1 due to leaking valves. These conditions have resulted in work delays. Similarly, there have been GLWA-directed changes to the work involving the encasing new yard piping in concrete as well as providing additional instrument connections to new piping associated with the energy-dissipating valves. This additional work requires more time to complete the work of the contract. Lastly, additional time should be provided in the contract in the event that a live-tap is needed to connect new piping to the existing water transmission main in Warren Avenue. This proposed change order would set the contract completion dates as follows: April 30, 2020 for substantial completion and September 1, 2020 for final completion of the contract.

FINANCIAL PLAN IMPACT
This proposed change order is for an extension of time only. Although the change order extends the final completion dated further into FY 2020, there is no substantive financial impact. The amount of planned spend moving from FY2019 into FY2020 is undeterminable at this time.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on June 12, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
SHARED SERVICES IMPACT
This item does not impact the shared services agreement between GLWA and DWSD.
