MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1803483 “Design Build Roof Replacement at Various Water Facilities” with Schreiber Corporation, at a cost not to exceed $3,031,089.32 for a duration of six (6) months; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
A comprehensive condition assessment of water pumping station, sewage lift station and water treatment plant building roofs was completed by Testing Engineers and Consultants (TEC) in 2016 under GLWA Contract No. CS-1674 “Roof Inspection Services at Detroit Water and Sewerage Department’s Water-Related Facilities.” A total of 268 individual roofs measuring nearly 1.7-million square feet were assessed at the 19 water pumping stations, 11 sewage lift stations, and 5 water treatment plants.
Roof conditions were lumped into 1 of 4 categories:
• Category 1 includes those roofs that have failed and require immediate replacement.
• Category 2 includes those roofs that should be replaced within the next 5 years.
• Category 3 includes those roofs that are in fair condition with a projected remaining service life of 6 to 10 years.
• Category 4 includes those roofs that are in good to excellent condition with remaining service life greater than 11 years.
A recently completed contract, GLWA Contract No. DB-093 “Design Build Roof Repair and Replacement of Springwells Water Treatment Plant 1930’s Filter Building,” replaced the 1930 Filter Building roof at the Springwells Water Treatment Plant, which was a category 1 condition roof.
This proposed Contract No. 1803483 will replace the remaining category 1 condition roofs along with category 2 condition roofs. The roofs to be replaced under this contract include the following:
1. Franklin Water Pumping Station
2. Orion Water Pumping Station
3. Conner Sewage Lift Station
4. Water Works Park Water Treatment Plant High-Lift Pumping Station
5. Water Works Park Water Treatment Plant Raw Water Booster Station
6. Springwells Water Treatment Plant Turbine House
7. Springwells Water Treatment Plant Machine Shop
The new roofing systems constructed under proposed Contract No. 1803483 will include multiple built-up roofing systems for flat roofs and a standing-metal roof for the Water Works Park Water Treatment Plant High-Lift Pumping Plant.
JUSTIFICATION
The roofs to be replaced under this proposed contract are all beyond repair and require replacement. New roofs are needed to prevent water leakage into the buildings where, in many cases, sensitive mechanical and electrical equipment are located. Replacement of the roofs will protect the building interiors, including operating mechanical and electrical equipment.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT
The proposed contract is for the replacement of roofs at various water facilities. Cost savings are not determinable at the time of this award.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on June 12, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
