MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-234 Change Order 1, “Conner Creek CSO Basin Emergency Rehabilitation” with Weiss Construction Co., LLC, at an increased amount of $938,662.00 for a total cost not to exceed $5,996,662.00 for an increased duration of 9 months for a total contract length of 27 months; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Conner Creek Combined Sewer Overflow (CSO) Retention Treatment Basin (RTB) is the largest of the nine GLWA CSO facilities. It is located on the east side of the City of Detroit along the Detroit River and is immediately downstream of the Conner Creek Sewage Pump Station and Freud Sewage Pump Station along with the Conner gravity sewer. This CSO facility was put into service in 2005. This 30 million gallon Retention Treatment Basin (RTB) includes 4 compartments, each compartment includes four (4) Effluent Launder Gates (ELGs) and four (4) Effluent Relief Gates (ERGs) for a total of 32 discharge gates - 16 ELGs and 16 ERGs. During intense rain events, the reliable operation of all the discharge gates are required to operate the RTB as designed, meet permit requirements and avoid potential basement flooding. The condition of the gates and related controls had been assessed to determine what improvements are necessary to improve reliable operation and maintain design flow rates through the facility. Following the condition assessment, a study was conducted, necessary improvements were designed, and the GLWA-CON-234 Contract was competitively bid and awarded to Weiss Construction Co., LLC in June 2018 using the selection method of lowest most responsive bid received. The scope of GLWA-CON-234 work includes the rehabilitation of electrical/control conduits on the deck of the RTB, discharge gate stem replacements, and 16 ELG seal repairs, and five ERG seal replacements. The discharge gate seals are considered wear items, so seal replacement is expected to be required over time.
JUSTIFICATION
The original scope of GLWA-CON-234 required replacement of only the five failed ERG seals. During construction, four (4) additional ERGs beyond the five previously identified gates were observed to be leaking. These four ERGs failed in a 16-month time frame (from repair design inspections to construction inspections). Since all the ERGs were installed in 2005, the CSO Design group and Hubbell, Roth & Clark, Inc. (HRC) recommended replacing all 16 ERG seals. GLWA requested Weiss Construction Co., LLC to submit a change proposal for this additional work. Weiss Construction Co., LLC submitted change proposals totaling $1,022,849 and an additional 9 months (270 calendar days) for replacing the additional 11 ERG seals. GLWA negotiated these proposals to a lump sum amount of $938,662.00. The current available provisionary allowance as of February 2019 is $243,236 which is expected to be adequate to undertake any unforeseen conditions in the remaining work scope and duration of the contract.

RETURN ON INVESTMENT
Replacing the rest of the Effluent Relief Gate (ERG) seats and seals will improve reliability on the Conner Creek CSO Facility and will significantly reduce the potential dewatering cost by pumping river water (through gate leakage) to the WRRF during dry weather (which has associated transport/treatment costs).
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on March 13, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
