MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1802448, “Engineering, Design and Construction Assistance Services for the 14 Mile Transmission Main” with Brown and Caldwell, LLC at a cost not to exceed $6,819,890.00 for a duration of 4 years, 10 months; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

Contract No. 1802448 (CIP No. 122013) is a professional engineering services contract that involves the design and construction administration services related to the capital improvements to construct a new transmission main from 8 Mile Road to 14 Mile Road along the Halsted/Haggerty Corridor to provide redundancy to the existing single feed transmission system along 14 Mile Road.  In the GLWA 2015 Water Master Plan Update, several areas in the transmission system were noted as needing improvements in redundancy. In many cases, these redundancy concerns centered on the issue of single feed transmission systems with no redundancy. One of the longest single feed transmission systems identified in the Master Plan Update was a single feed transmission system in western Oakland County that provides service to at least 150,000 users or greater. This single, non-looped transmission main is approximately 11.2 miles long, is fed from GLWA’s Franklin Pumping Station and serves the communities of Novi, Farmington Hills, West Bloomfield Township, Commerce Township, Walled Lake, and Wixom. On October 23, 2017, a failure on the portion of the 48-inch diameter prestressed concrete cylinder pipe (PCCP) on 14 Mile Road between Drake Road and Farmington Road was likely due to corrosion. The break in the main caused a sudden drop in system pressure which in turn resulted in varying impacts including low pressures, loss of service, and boil water advisories. We had input from member partners on a number of occasions through member outreach on the concept and route of this project.

JUSTIFICATION

Design and construction phase services proposed as part of Contract No. 1802448 are needed to provide construction contract documents and follow-up construction oversight for the new transmission main that would provide redundancy to the member partners along 14 Mile Road and avoid any further total loss of service in the future.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT

This project is the installation of approximately 6 miles of 48-inch transmission main from 8 Mile Road along Haggerty Road.  Cost savings are not determinable at the time of this award.  The award of this contract to the lowest, qualified bidder creates a negative estimating variance of $2,129,890.00.  This variance will be funded from capital reserves.
