MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-109 Change Order No. 2 “Emergency Refurbishment of Storm Pumps 5 and 7, Upgrade of Pump 5 and Motor Control Center Upgrade for Eight Storm Pumps for Freud Sanitary Pump Station” with Lakeshore Global Corporation, at a cost not to exceed $4,850,573.93 and for an increased duration of 365 days for a total contract duration of 1,156 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Freud Sanitary Pump Station (SPS) was originally built in 1956 as a storm water pump station. The Freud SPS has eight large storm water pumps with a capacity of 290 million gallons per day (MGD) each. In addition, there are two smaller pumps rated at a capacity of 13 and 25 MGD each. These smaller pumps were originally designed as intermittent dewatering pumps, but later became continuous duty sanitary pumps during dry weather. The GLWA-CON-109 contract was initiated as an emergency project after flooding occurred in the service area of the Freud SPS following several significant storms. GLWA-CON-109 Change Order No. 1 was issued to expand the original scope of services to address additional repairs identified after the initiation of the original contracted work. GLWA-CON-109 Change Order No. 2 is to establish new substantial and final completion dates.
The Freud SPS storm pumps discharge to the Conner Creek CSO basins; however, the dewatering (sanitary) pumps discharge to the Detroit River Interceptor (DRI). Work on the eight storm pumps require that dewatering (sanitary) pumps be allowed to discharge to the DRI to maintain water levels below the storm pump intakes. Multiple projects were, and are, ongoing in the DRI (GLWA-CON-183 “Detroit River Interceptor Construction” and DB-226 “Repair and Rehabilitate Detroit River Interceptor from Alter Road to Water Resource Recovery Facility”) and flows must be controlled during that work.
JUSTIFICATION
Flows must be controlled to create proper and safe work environments within the DRI. Wet weather events have resulted in project delays. Based on prior experience, GLWA staff anticipates an additional 365 days to complete this work. GLWA staff have directed the delays and the contractor has agreed to hold its price for the work for GLWA-CON-109 Change Order No. 1. The project is approximately 75 percent complete. The physical components of the pump repairs have been completed. The electrical and controls work remains to be completed.

FINANCIAL PLAN IMPACT
This change order is for a time extension only. Although it extends the project completion from ending in FY2019 to ending in FY2020, there is no substantive financial impact.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on February 13, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
