                     Contract No. DWS-858

                     Wick Road Station Improvements

                     Vendor:  Tooles Contracting Group

MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. DWS-858, Change Order No. 4 “Wick Road Station Improvements” with Tooles Contracting Group, with a credit of $(152,307.76) for a total contract value of $13,547,101.24 and an extension of 973 calendar days for a total contract duration of 3,746 calendar days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND

Wick Road Station is a finished water booster pumping station that connects the southern transmission area, serviced primarily by the Southwest Water Treatment Plant; with the northeastern transmission area, serviced by water blended from Springwells and Lake Huron Water Treatment Plants. Tooles Contracting Group and DWSD executed contract number DWS-858 to address necessary upgrades to the Wick Road Station. These upgrades included replacing pumps, motors and drives associated with pump numbers L-1, L-2, and L-3/R-3, new variable frequency drive building enclosure, and the addition of a new passive station bypass.

JUSTIFICATION

The construction contract requires the contractor to provide final waivers from subcontractors and suppliers. Final payment is withheld until all final waivers are provided to GLWA. The prime contractor, Tooles Contracting Group, was not able to secure a final waiver from the pumping equipment supplier until late 2018. The construction work at the site was completed within the revised contract time established through the last change order (Change Order No. 3) to this contract. Upon execution of this proposed Change Order No. 4, GLWA will make final payment to the contractor and will close out the contract. This proposed final Change Order No. 4 also credits GLWA for unused provisional and spare parts allowances that were not used.
