MOTION

 

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operations, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA) authorizes the Chief Executive Officer (CEO) to grant an increase of 90 calendar days to final completion time for Contract No. GLWA-CON-280 “Relocation of the Industrial Waste Control Division”, Tooles Construction Group LLC (Contractor) and also authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

 

BACKGROUND

 

GLWA Contract CON-280 was awarded to Tooles Contracting Group LLC for a total price of $1,653, 600.00 on May 23, 2018. The Contract Substantial Completion Date is December 22, 2018 and the Contract Final Completion Date is January 21, 2019.

The purpose of the project is to relocate the Industrial Waste Control Division (IWCD) from its current location on Livernois Avenue to the WRRF. The project includes the following scope of work:

 

Sampler Prep Area - First Floor of the WRRF Administration Building

Demolition of existing locker and toilet room elements, roof replacement, and construction of a new work area for sampler cleaning and maintenance (including new sinks, counters, ice maker, and sample refrigerator).

 

General Offices - First Floor of the WRRF Administration Building

Demolition of existing locker room and shower room fixtures and elements and repurpose of the area for new office spaces.

 

IWCD Offices - Second Floor of the WRRF Administration Building

Rehabilitation of existing office and storage areas for additional office spaces.

                                   

CURRENT STATUS OF WORK

 

Rehabilitation efforts are nearing completion. Replacement of the existing roof over the sample prep area/General offices area is completed. Contractor is currently working on finalizing all aspects of the work. The Contractor is also scheduling all City inspections such as fire alarm systems, mechanical, plumbing, and electrical.

 

JUSTIFICATION

      

Construction and equipment installation has largely been completed and most of the punch list items are expected to be completed by January 11, 2019. However, the installation of some custom items has been delayed mainly due to a long lead time and is not expected to be on site, installed and completed before mid-January of 2019.

 

Therefore, a Contract Time Extension of 90 calendar days (through April 21, 2019), at no cost to GLWA, to allow for CON-280 completion is requested in this Change Order No. 1. This time extension will also allow enough time to complete any remaining punch list work items and close out documents.

BUDGET IMPACT

 

No additional funding is requested via this change order. In other words, the original contract amount remains the same. And therefore, there shouldn’t be any impact on the budget.

 

 

COMMITTEE REVIEW

 

This item was presented to the Operations and Resources Committee at its meeting on January 9, 2019.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

 

SHARED SERVICES IMPACT

 

This item does not impact the shared services agreement between GLWA and DWSD.
