MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-259 “As-Needed Engineering Services for Concrete Testing, Geotechnical Soil Borings and Other Testing Services and Related Services”, with Somat Engineering, Inc., for a total not to exceed contract value of $2,130,721.54 for an increased contract duration of 8 months and 19 days for a total contract length of 3 years 8 months and 19 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

Contract Number CS-1488 “As-Needed Engineering Services for Concrete Testing, Geotechnical Soil Borings and Other Testing Services, and related Services” was initiated as a Detroit Water and Sewerage Department (DWSD) contract, competitively bid, awarded to Somat Engineering, Inc., and executed in 2009. There have been two (2) Change Orders increasing the cost and time. The Consultant, Somat Engineering, Inc., has been providing engineering services for three (3) major water transmission projects (24-inch Park-Merriman, 48-inch Wick Road, and 48-inch Schoolcraft) for GLWA under Contract CS-1488.

JUSTIFICATION

There is $2,130,721.54 left on the CS-1488 contract to be transferred to the new GLWA contract CS-259. Of this amount, $322,555.00 is to be used across six (6) active tasks related to the three (3) major water transmission projects mentioned above that Somat Engineering, Inc. has already designed and GLWA will require their services during the construction phase of each of these projects until they are completed. The remainder amount of $1,808,166.54 is currently unassigned to any specific task, but will only be used for work on the three (3) major water transmission projects.

The description of each project/task is as follows:

                     Task 29 (24-Inch Park-Merriman Project): This project is Phase 3 that will finish the water transmission loop from Newburgh Road to the Michigan Avenue Pump Station. Phase 3 will be from Venoy Road to Michigan Avenue Pump Station, replacing deduct meters to direct meters for the City of Wayne, City of Westland, and City of Inkster.

                     Task 29 and 39 (48-Inch Wick Road Project): This project will provide redundant parallel main between the Wick Road Pump Station and the Ypsilanti Pump Station. This will provide increased service reliability and redundancy to the existing system.

                     Task 37 (48-Inch Schoolcraft Project): This project will replace the existing 48-inch water transmission main that is currently installed on the south bound service drive of I-96. The new 48-inch water transmission main will be installed on the north bound service drive of I-96. There was a water main break on the existing 48-inch in February 2018. This will provide service reliability to the existing system.

                     Task 26 (Telegraph Road 36-inch Water Main Construction): This project is complete and is in the final stages of close-out. The remaining amount of $7,692.00 is for as-built drawings. The project shall be closed out by January 2019.

                     Task 34 (Ypsilanti Station Bypass Project): This project will allow the system to bypass the Ypsilanti Pump Station. This will reduce how often the pumps at the Ypsilanti Pump Station will need to run.  This project needs to be completed prior to the construction of the Ypsilanti Pump Station Improvement Project. 

                     Task 38 (Additional Borings for Wick Road): This task involves receiving up dated soil samples with water level measurements for the 48-Inch Wick Road Project. The remaining amount of $5,700.00 is for taking the last water level measurements in October 2018. This task shall be closed out by January 2019. Since Somat Engineering, Inc. holds the design responsibility for these projects, GLWA is requesting that Somat Engineering, Inc. continue to perform the engineering services for these projects. The remaining cost shall only be used for three (3) additional tasks for Park-Merriman, Wick Road, and Schoolcraft. Each of the tasks will include questions at bid time and bid reviews, Construction Administration, and Resident Project Representation.

Estimated Cost by Year and Related Estimating Variance:  Proposed contract is a transfer of the remaining contract balance of CS-1488, a DWSD contract assumed by GLWA to a new GLWA contract.  There is no financial impact.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT

This project is a task-based design service contract for concrete testing, geotechnical soil borings and other related services. Cost savings are not determinable at the time of this award.

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on December 12, 2018.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

SHARED SERVICES IMPACT

This item does not impact the shared services agreement between GLWA and DWSD.
