MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-200 Change Order 2 “Resident Project Representative and O & M Services” with CDM Smith, at an increased cost of $1,056,609.00 for a total not to exceed amount of  $1,946,394.00 and to increase the contract time by 421 days to end on November 12, 2019; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND

GLWA Contract No. GLWA-CS-200 began on June 5, 2017 for a period of fifteen (15) months, expired September 18, 2018. The project provides Resident Project Representative (RPR) and Operation and Maintenance (O&M) manual updating services for the Springwells Water Treatment Plant (WTP) filter rehabilitation and auxiliary facilities improvements project.

The Springwells WTP is the largest of the five GLWA water treatment plants at a capacity of 540 million gallon per day and serves nearly 1 million people. This WTP has supplied a continuous flow of water to our member partners for over 80 years. The original plant was built in the 1930s and was expanded in the 1950s. GLWA Contract No. SP-563 is the construction contract associated with rehabilitating the filters and associated facilities at the plant, including the installation of new filter media, underdrains, filter valves, and rate-of-flow controllers. Contract No. SP-563 began in 2013, has a contract value of $75,899,000, and is nearing completion.  This large investment requires extensive onsite GLWA representation. The Contractor experienced a fire in 2017, which impacted construction progress. Consequently, the original completion date for SP-563 of March 2018 will extend into 2019. In addition, the project automation benefits of improving operations and increasing security associated with the key components of the filter rehabilitation project are now desired to be applied to the entire WTP. Hence, this Change Order No. 1 of GLWA-CS-200 will continue RPR services through completion of construction and provides additional automation changes and enhancements for improved operations and cybersecurity to the entire WTP.

JUSTIFICATION

The Resident Project Representative (RPR) serves as the Owner's representative to monitor and document the progress and quality of construction.  The RPR assists GLWA and the Contractor to resolve issues related to design, construction sequence, execution, schedule, quality, and coordination.  The RPR also advises GLWA on construction issues and make sure that construction is accomplished in conformance with the design drawings and technical specifications (the Contract Documents) and approved shop drawings. Also, the RPR assists GLWA in preparing responses to Requests for Interpretations (RFIs), Contract Change Directives (CCDs), and Contract Change Orders, and provides detailed inspections of the progress and quality of work to certify that the Contractor's monthly application for payment is accurate and complete.  The SP-563 contract amount is $75,899,000.00 and requires these services to facilitate construction tasks and ensure quality construction.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT

This project is for resident project representation services (RPR) on contract SP-563 Springwells Water Treatment Plant 1958 Filter Rehabilitation project. Cost savings are not determinable at the time of this award.

COMMITTEE REVIEW

This item was presented to the Operations and Resources Committee at its meeting on December 12, 2018.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

SHARED SERVICES IMPACT

This item does not impact the shared services agreement between GLWA and DWSD.
