MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. SCP-CS-1721 Change Order 1 “Engineering Services for Water Works Park WTP Chlorine Disinfection System Replacement & Improvements” with CDM Michigan, Inc., at a cost of $271,404.06 for a total cost not to exceed $961,046.42 and a time extension of 715 calendar days for a total contract duration of 1,281 calendar days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The scope of the project is to provide design and services during construction for the Water Works Park (WWP) Water Treatment Plant (WTP) chlorine disinfection system replacement and improvements under contract SCP-CS-1721 awarded to CDM Michigan Inc. The project involves the replacement of chlorine scales, evaporators, feeders, eductors, piping, scrubber and HVAC systems to provide reliable pre-chlorination to the Northeast and Springwells WTPs, and to provide reliable, pre-, backwash-, and final-chlorination at WWP WTP. The contract for the construction of the “WWP WTP Chlorine Disinfection System Replacement and Improvements,” GLWA-CON-208, was awarded to Detroit Contracting, Inc. on December 19, 2017, and established the start work date as January 10, 2018, with a substantial completion date of January 10, 2020, and a final completion date of April 10, 2020. Based on the final scope of the project, the original timeline for the work was extended to provide for safe and reliable maintenance of plant operations for the overall phasing of the existing chlorine system demolition and installation of the new system.  For these reasons, the construction period was extended and additional time is required for the services during construction.

JUSTIFICATION

The original scope of work for SCP-CS-1721 anticipated a 12-month construction duration.  However, in order to safely and reliably maintain plant operations, the contractor was allowed to take up to 24-months to complete the work.  Based on the current schedule of the construction work under GLWA-CON-208, it is anticipated that all work will be complete by the GLWA-CON-208 substantial completion date of January 10, 2020.  Therefore, this change order is requesting additional time and fees to provide full services during construction for the engineer-of-record, including resident project representative oversight.

FINANCIAL PLAN IMPACT

The proposed Change Order No. 1 for Engineering Services for Water Works Park WTP Chlorine Disinfection System Replacement & Improvements project exceeds the design phase budget per the Board approved 2018 - 2022 Capital Improvement Plan.  The proposed change order creates a design phase budget deficit of $272,000.00.  CIP 115004 has a construction phase budget surplus of $2,890,000.00 (Construction budget $9,000,000.00 less GLWA-CON-208 award of $6,110,000.00).  The design phase budget deficit to be funded by a budget amendment moving funds from construction phase surplus to design phase budget as detailed below.
