MOTION

Upon recommendation of Nicolette Bateson, Chief Financial Officer / Treasurer, and Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), approves the attached Resolution for the Lake Huron Water Treatment Plant Sludge System Improvements - FY 2019 Drinking water Revolving Fund (DWRF) Project Plan; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND

The Lake Huron Water Treatment Plant is a Type I public water system that supplies water to customers in the northern communities served by GLWA. The project will provide construction of a new redundant wash water retention basin and a new sludge pumping station with the existing clarifiers being abandoned or demolished.  Additional decanting capacity will also be achieved from connecting lagoons 5 and 6 to lagoon 8 so that lagoon 8 can serve as temporary overflow storage during cleanout and high usage and flow periods. GLWA wishes to utilize low interest loans available under the State of Michigan Drinking Water Revolving Fund (DWRF) for this project and a public hearing on the project plan was scheduled for 1:00 p.m. on April 11, 2018. The attached Resolution accepts the project, directs GLWA staff to address all public comments, prepare the responsiveness summary, and publish the final Project Plan; and authorizes GLWA’s CEO to transmit the final FY 2019 DWRF Project Plan to the Michigan Department of Environmental Quality and to secure a DWRF loan for the project.

JUSTIFICATION

The purpose of this plan is to ensure that GLWA can maintain treatment of flows at the Lake Huron Water Treatment Plant by protecting water quality.

BUDGET IMPACT

Debt service is anticipated to begin in FY 2020 for this project and will be included as part of the FY 2020 financial plan.
