MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-055, Change Order No. 1, “Professional Engineering Services for Yard Piping, Valves, and Venturi Meters at Water Works Park” with AECOM Great Lakes, Inc. for a time extension of ten (10) months at no additional cost for a total contract duration of forty-six (46) months; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The existing high lift pump and yard piping system at the Water Works Park (WWP) Water Treatment Plant consists of eleven (11) high lift pumping units and six (6) discharge mains that provide pressure and flow to the WWP intermediate and low-pressure systems. The existing yard piping, valves, and venturi meters were installed between 1875 and 1992.

The older yard piping system (pre-1960) is primarily constructed of cast iron and riveted steel pipe, while the newer yard piping system (post-1960) is primarily constructed from pre-stressed concrete cylinder pipe. Contract drawings for the pre-1960 piping system are not available. The figure below depicts the overall yard piping layout with the pipes color coded by the year installed.

On April 26, 2017, the GLWA Board of Directors approved the GLWA-CS-055 Professional Engineering Services contract for yard piping, valves, and venturi meter replacement at Water Works Park, but the contract that was approved contained a clerical error which was made when drafting the contract to the vendor, that indicated that the contract duration was thirty-six (36) months, whereas, the actual project duration as defined in the selected consultant’s (AECOM) proposal issued by GLWA was forty-six (46) months. For this reason, administrative staff is seeking approval for the contract duration for the GLWA-CS-055 contract to be corrected from 36 months to 46 months.

JUSTIFICATION

The revised 46-month duration was identified in the original request for proposal issued by GLWA and agreed upon by AECOM in their proposal to do the work. The proposed schedule adjustment is also reflected in the current draft of the Capital Improvement Program (CIP) document.

Since the administrative staff is in agreement with the selected engineering consultant, and the proposed schedule adjustment is in agreement with the appropriate planning documents (current CIP), the schedule adjustment is justified to allow the appropriate amount of time to properly complete the design and construction assistance work.

BUDGET IMPACT

Proposed change order number one is an extension of time only and has no budget impact.

COMMITTEE REVIEW

This matter was reviewed by the Operations and Resources Committee at its March 14, 2018 meeting.  The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

SHARED SERVICES IMPACT

This item does not impact the shared services agreement between GLWA and DWSD.
