MOTION
Upon recommendation of Jeffrey Small, Chief Information Officer (CIO), the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Change Order No. 1 for Contract No. CON-167, “Low Voltage Wiring” with DES Electric LLC d/b/a DES Services (Contractor) at a cost not-to-exceed $550,000.00 for a duration of seven (7) months, and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
DES Electric LLC d/b/a DES Services has provided low voltage wiring services to GLWA under contract GLWA CON-167 since April 2017. Services include furnishing and installing low voltage wiring, including 110/220 volt wiring, telephone and data jack wiring, antenna connections, instrument wiring, network wiring, audio/video, paging systems and code call systems at GLWA facilities on an as needed basis. Construction is another constant element that requires the ongoing need for low voltage wiring services. This change order will provide stop gap services and the support needed to maintain the infrastructure until services can be bid out. Information Technology is actively working with Procurement to issue a bid for ongoing low voltage wiring services, to allow GLWA to examine purchasing options that allows for the selection of the most cost-effective supplier that best suits the organizations’ needs for these services. The scope of services will include the following:
• Installation of low voltage power wiring and components
• Maintenance and repair of the telephone and data wiring systems
• Maintenance and repair of the Radio and Antenna systems
• Maintenance and repair of the Fiber Networks
• Maintenance of the Paging, PA, Code Call and speaker systems
• Maintenance and repair of the large UPS system
• Maintenance of the data network MDF and IDF equipment
DES Electric LLC d/b/a DES Services, was founded in 2013, is a privately held, minority-owned corporation headquartered in Detroit.

JUSTIFICATION
Contract Change Order One (1) to GLWA-CON-167 will allow Great Lakes Water Authority (GLWA) to retain highly specialized technical resources necessary to implement and support various ongoing and future information systems projects. Low voltage wiring work consists of installing and maintaining GLWA’s low voltage wiring systems including 110/220V power, audio/video, telephone indoor wiring and outside cable, data connections, antenna connections, instrument wiring, network wiring, fiber networks, paging systems and code call system under the direction of GLWA’s Information Technology Group. This includes system configuration and material procurement in support of the activities required completing each task. The growing demand for audio/video, computers/data lines, and telephones poses an increased challenge to the low voltage wiring infrastructure. To the extent possible, the work performed by contractual resources will transition to technical staff hired by GLWA. Change Order One (1) extends the contract timeline from September 30, 2017 to April 30, 2018 and adds $550,000.00 to GLWA-CON-167, bringing the contract total to $1,300,000.00.
BUDGET IMPACT
The Low Voltage Wiring Contract is budgeted in cost center 883331 - Information Technology Infrastructure under GL String 5910-883331.000-901050-WS7900. In FY 2018, the $1,300,000.00 is budgeted to cover the initial contract amount of $750,000.00 and the additional contract change order amount of $550,000.00.
