MOTION
Upon recommendation of Suzanne R. Coffey, Chief Planning Officer and Interim Chief Operating Officer of Wastewater, The Board of Directors (Board) of the Great Lakes Water Authority (GLWA), moves to receive and file the Draft Sewer Shares Sampling Work Plan) and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
In 2016, GLWA, through a joint GLWA-customer work group entitled the Sewer Shares Project Team implemented a water quality sampling program for the purposes of including the sampling results in the FY-2018 sewer share formulation. The sampling program analyzed samples for biochemical oxygen demand, total suspended solids, phosphorous and fats, oil, and grease. The program was conducted from May through September and samples collection varied based on timing of getting specific sampling site issues resolved and the equipment installed. The Sewer Shares Project Team was able to develop recommended values to use for the Share calculations, however, a number of suggestions were provided on how to improve the process for the next Share determination.
JUSTIFICATION
On June 7, 2017, the GLWA Board of Directors approved a resolution directing GLWA staff to prepare a preliminary strength of flow sampling plan that provides a meaningful basis for the allocation of strength of flow to be used in determining sewer shares for the period of FY 2021 through FY 2023.
