RE: Closed Session - Labor Negotiation Strategy
MOTION
Upon the request and recommendation of William M. Wolfson, Chief Administrative and Compliance Officer, and David W. Jones, General Counsel, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), Agrees to meet with GLWA management in Closed Session to discuss labor negotiation strategy; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Section 8(c) of the Michigan Open Meetings Act permits a Public Body to meet in Closed Session “For strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a closed hearing;” GLWA management has requested the opportunity to meet with the Board to discuss such strategy. The Open Meetings Act requires an affirmative roll call vote of 2/3 of the Board Members is appointed and serving is necessary for such a meeting.
JUSTIFICATION
GLWA management has requested the opportunity to meet with the Board to discuss labor negotiations strategy.
BUDGET IMPACT
The proposed Closed Session does not impact the budget.
COMMITTEE REVIEW
This matter is presented directly to the GLWA Board of Directors.
SHARED SERVICES IMPACT
This item does not impact the shared services agreement between GLWA and DWSD.
