MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-297 "Fairview Sewage Pumping Station Improvements" with Weiss Construction Co., LLC, at a cost not to exceed $28,891,000.00 for a duration of two (2) years and seven (7) months; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Fairview Sewage Pumping Station (Fairview Station) was constructed in 1913 for the purpose of protecting the Water Works Park Water Treatment Plant source water intake from upstream sanitary and combined sewer overflows in the Fox Creek, East Jefferson, Northeast Wayne County, and Southeast Macomb County sewer districts. Currently, the Fairview Station provides the only means for conveying sanitary and combined sewage flows from these sewer districts to the GLWA Water Resource Recovery Facility. All major equipment at the Fairview Station are well beyond their useful service life, are difficult to maintain, and as a result, the station is increasingly vulnerable to operational upsets and unplanned outages. This construction contract, GLWA Contract No. CON-297, will replace the major station mechanical, electrical, instrumentation, and control equipment with new to restore and improve the station's operability, reliability and maintainability.
