MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1901555, Proposed Amendment No. 3, “Snow Removal and De-Icing Services” with Premier Group Associates, LC, with no increase in cost for a total cost not to exceed $2,384,806.00 and an increased duration of 181 days for a total contract duration of 1,639 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
This “Snow Removal and De-Icing Services Contract” provides snow removal and de-icing services to over 71 GLWA sites across southeast Michigan and within the counties of Wayne, Oakland, Macomb, Washtenaw, Monroe, St Clair, Lapeer, and Genesee that require snow removal and de-icing services during winter months to maintain safe and reliable access for personnel. These sites range from small plots of land to large over 500-plus acre sites. The scope of this contract involves snow removal and de-icing services on a per event basis, inclusive of all labor, equipment, material, and supervision necessary to deliver these services.
JUSTIFICATION
GLWA’s resource structure does not provide for dedicated staff to perform the snow removal and de-icing services. The contractor shall be responsible for providing labor, equipment, material, and supervision necessary to remove snow from all roadways, driveways, parking areas, and walkways, including pedestrian and roll-up or swing doorways at all facilities for each snow and ice event. This contract will ensure that all GLWA sites are accessible and safe for 24/7 operations. This is a 6-month time only extension of Contract No. 1901555 from November 18, 2023, to May 18, 2024, to cover the winter months while the new RFB for services is being bid and awarded.
