MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2102000/SCN-0000284, Proposed Change Order No. 3, “Emergency and Urgent Sewer Evaluation, Repair and Rehabilitation” with Inland Waters Pollution Control, Inc., with no increase in cost for a total cost not to exceed $26,800,000.00 and an increased duration of 580 days for a total duration of 2,038 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

GLWA currently manages two emergency sewer rehabilitation contracts: Contract No. 2102000 with Inland Water Pollution Control (IWPC) and Contract No. 2302652 with Lakeshore Global Corporation (LGC). Using both contracts in parallel has proven valuable, as it allows GLWA to respond quickly to time-sensitive needs and draw on each contractor’s resources and specialized capabilities. Together, they provide a broad and reliable response for emergent conditions across GLWA wastewater facilities.

Contract No. 2102000’s notice to proceed was issued in July 2022 with an original 24-month term and two 12-month renewal options, both of which have been exercised. Over nearly four years, IWPC has effectively responded to GLWA requests and completed a wide range of work involving the repair and maintenance of wastewater conveyance and combined sewer overflow structures. This work included sludge and debris removal, spot repairs, extensive repairs such as geopolymer spray and cure-in-place pipe installation, televised condition assessments, construction of temporary flow control structures, routine preventive inspections of outfalls, and investigation and repair of backwater gates.

The Wastewater Operating Services and the Planning and Asset Management Teams have been collaborating on the development and implementation of the Wastewater Linear System Integrity Program (LSIP) to manage the Regional Wastewater Collection System (RWCS). This program will utilize different contracts and contracting methods that are still in the development stage. As such, an extension of time for Contract No. 2102000 is needed to align with the implementation schedule for the Wastewater LSIP.

JUSTIFICATION

Currently, three tasks are underway utilizing this contract and will extend beyond the contract’s existing end date of June 30, 2026, which include First Hamilton Sewer Priority Rehabilitation, Seven Mile Segment No. 3 Priority Rehabilitation and Conner Creek Sewer Pump Station Backwater Gates Rehabilitation.


Extending Contract No. 2102000 allows IWPC time to complete the active rehabilitation tasks already underway and gives GLWA the ability to continue addressing urgent and emergent needs with the remaining unallocated funds. Approximately $14.95 million remains available. These efforts are essential to maintaining the structural and operational reliability of GLWA’s RWCS.

The extension is recommended to align with the expiration of the Contract No. 2302652 with LGC and the procurement timeline for new maintenance and repair contracts aligned with the development of the Wastewater LSIP.
